State and Federal Contracts
TransAction has held contracts with Massachusetts state agencies since 1998. Our staff brings private-sector business skills to public-sector programs, enabling the programs to be very fluid and react quickly with appropriate measures to resolve any issues. Our staff has extensive experience in implementing successful collaborative efforts between divergent state agencies and quasi-state authorities to achieve common goals and objectives.
National Rural Transit Assistance Program
In 2008, TransAction staff, through its work with the Neponset Valley TMA, took over the management of the National Rural Transit Assistance Program. National RTAP is a program of the Federal Transit Administration. The mission of this national program is to improve the mobility of rural, small urban and tribal communities with populations under 50,000. This is accomplished by providing technical assistance to improve the skills and knowledge of stakeholder involved with transit in rural areas. National RTAP provides an online resource center, hotline, training modules, and a peer-to-peer network. In addition, our staff are involved with research on best practices in the field, production of technical briefs, survey of customers and generation of reports relative to improve mobility in rural areas, and legislative alerts.
Emergency Shelter Transportation
TransAction staff provides transportation services for homeless families. Using a combination of TransAction vans and drivers plus private bus carriers and taxi companies, TransAction staff manages the transportation of the families to shelters and scattered housing sites.
Guaranteed Ride Home Program
In order to alleviate the fear of being stranded without transportation home in an emergency, TransAction developed a statewide Guaranteed Ride Home program. The program provides transportation typically within 30 minutes of notification by taxi or rental car. To address language barriers, TransAction provides all marketing materials in seven languages.
Mobility Assistance Program
TransAction Associates was hired by the Executive Office of Transportation to re-engineer the Mobility Assistance Program (MAP) grant process. The team streamlined the application process by creating both a long form for first-time applicants and a shorter version for existing recipients. The project team carefully constructed an optimum timeframe as it related to the selection and award process, which effectively reduced the time between applying for funding and receiving a vehicle by six months.
Car Ownership Program
To address the transportation needs of Access to Jobs customers who were unable to use public transit, TransAction created the Car Ownership Program. The goal was to provide low-cost vehicles to customers. TransAction staff uses a network of non-profit organizations that received donated vehicles, repaired the vehicles and sold the vehicles to customers for $600. In 2006, the company spun off Four Wheels to Work, a non-profit organization that provides vehicles and support to families who are transitioning off of welfare. This program was disbanded in 2009 due to state funding constraints.
Access to Jobs
TransAction staff provided transportation services for the Massachusetts Department of Transitional Assistance from 1998 through 2009. Originally under contract with the Massachusetts Executive Office of Transportation, TransAction staff designed, implemented, and managed an effective statewide transportation service for as many as 3,500 people transitioning off welfare into the work force using both public transit and creative solutions. The program provided a coordinated system of information, transportation planning, transportation problem-solving, and service. Using the existing statewide regional transit authority system, the MBTA, and a variety of other efficient modes, immediate transportation was arranged to work and/or childcare for customers who were transitioning into the labor force.
