Place an HTML module on the page or access an existing HTML module and click on "Edit Content".

The Text Editor will open. If you'd like to add a link to an image. Click on the image and and the appearance will change as in the example below.

If you'd like to add a link to text, highlight the text (hold the left mouse button down as you drag across the text) as in the example below.

The editor ribbon at the top of the module contains a wide selection of tools, most of which should be familiar to you. Select the "Link" icon from the editor ribbon.

The Link dialog box will pop up. Add the page you would like to link to in the "URL" section. To have the link open in a new Pop Up window, click on the "Target" tag.

In this section select "<popup window>" in the dropdown list. 

Adjust the settings until the popup window has the apperance that you want and click "ok". Repeat this process, adjusting the items each time, until you have exactly the look you desire.
